PNG Research Officer Gains International Education Policy Experience in Japan
A Papua New Guinea National Research Institute (PNGNRI) officer is expanding his expertise in education policy through a prestigious international training program in Japan. Mr. Hafford Norea is participating in the “Knowledge Co-Creation Program: Capacity Development for Education Policy Formulation and Analysis for Learning Improvement” at Hiroshima University.
The program, supported by the Japan International Cooperation Agency (JICA) and Hiroshima University’s Center for the Study of International Cooperation in Education (CICE), focuses on studying best practices in education from Japan and other nations. Participants develop actionable research plans to enhance evidence-based policy formulation and educational quality in their home countries.
“This program encourages us to understand and adopt sustainable, context-sensitive strategies for building resilient educational systems in our country,” said Mr. Norea.
He explained that his goal is to gain knowledge about the challenges, policy gaps, and governance practices in PNG while learning from international models. “Learning from subject matter experts will help me enhance the quality and equity of education through evidence-based research and policy,” he added.
The program highlights the importance of linking research findings with practical policymaking, a focus that Mr. Norea sees as vital for PNG’s education system.
Mr. Norea extended his gratitude to JICA for sponsoring his participation and acknowledged CICE and PNGNRI for supporting his professional development.
“This opportunity will enable me to contribute effectively to improving education quality in Papua New Guinea,” he said.
