The Flexible Open Distance Education denoted FODE in Papua New Guinea (PNG) is Education system that runs parallel to the normal system. The FODE system in PNG caters for Grades 7 - 12.

Particularly, the FODE system is for
- Students who choose to graduate as FODE students at the end of grade 12
- Students who choose to complete their Grade 7 to 12 education through FODE with the intention to gain entry into the formal system at the points of exit.
- Those who want to complete Grades 7 to 12 regardless of their age, employed or unemployed, married or single, including those with physical disabilities.
- Students who want to complete upgrading programs to progress into tertiary institutions.
- Students who are undertaking technical or vocational training courses.
- Students whose employers demand grade 12 equivalency education and certification
IN order to implement the FODE programs throughout PNG, the PNG Education Department through FODE establishes FODE Centers in the Provinces. In the FODE centers there is no teachers -to-student interactions but may occur occasionally. The follow occurs at the FODE Centers
- Take a Pre-Enrolment Test or an exam
- Enroll and collect Assignments
- Hand in Workbooks or Assignments for marking
- Collect marked Workbooks or Assignments
- Get advice from your Provincial Coordinator, Assistant Coordinator and Supervisor
The Entry requirements for FODE in PNG
There are two test taken when enrolling at FODE centers in PNG
- The determination of students for FODE program is by Entry Test. There are two tests – English and Mathematics. Students who have completed grades 12 may take the Matriculation (MSP) Entry Test. The entry tests measure the English and Mathematical ability level for FODE study programs. Students are placed on grades and subjects according to their scores.
- Pre-Enrolment Test (PET) is K50 per student and it is administered to every new student that enters FODE study programmes. It is administered by the 22 Provincial Centres and the many Study Centres.

Each student is encouraged to discuss the enrolment requirements with their centre staff at their respective provinces and their corresponding help desks at the FODE Head Office. Students must fill out the following forms when enrolling at FODE centers in PNG
