PNG Police Clearance Management System Online

The Royal Papua New Guinea Constabulary, in collaboration with the Department of ICT and the Department of Finance, has officially launched the Police Clearance Management System (PCMS) today. This new system introduces a seamless digital process that allows individuals to apply for and pay for police clearance certificates online. The system also features QR code technology for electronic verification and biometric data collection.

Deputy Secretary for Finance, the author, and the Police Commissioner during the launch event today.

The PCMS represents the first citizen-facing service introduced through the Government-to-Citizen (G2C) eGovernment Portal initiative. Next month, the government plans to launch eight additional services, along with a digital wallet app designed to enable individuals to securely store their personal certificates electronically.

These developments are part of a broader effort aligned with the Digital Transformation Policy 2020, the Digital Government Act 2022, and the Medium-Term Development Plan IV 2023 – 2027. They underscore the government's commitment to improving online accessibility and simplifying public services.

Acknowledgments were made to Hon. Timothy Masiu, Minister for ICT, the Commissioner of Police, and the Department of Finance for their invaluable leadership. Special recognition was also given to the International Telecommunication Union (ITU) Regional Office for Asia and the Pacific, and GovStack for their ongoing capacity-building support to the DICT DevOps Team.

The Police Clearance service is now available online at https://www.gavman.gov.pg.
